Interim Good Faith Resolution

As time ran out before the 12/31/2008 deadline, CCC proposed an innovative option: Effective 11/22/2008, Vendors were offered the option to enter into a Good Faith Compliance Resolution with CCC, under which the Vendor, CCC, and affected CCC Client Employers would agree to continue existing Vendor relationships with CCC Client Employer 403(b) Plans beyond 12/31/2008, with the understanding that agreements will be reached and information will be shared that are acceptable to all three parties no later than 6/30/2009. Now that the IRS has postponed the deadline for adoption of a written plan until 12/31/2009, we believe that it is reasonable to give all parties until 12/31/2009 to reach acceptable agreements/arrangements. CCC Client Employers must make the ultimate decisions about continuation of relationships with Vendors that do not meet the minimal standard of adopting the CCC Good Faith Compliance Resolution.

CCC's Current Selected Vendors Plan Client Employers

If listed below, your Employer is a Selected Vendors client of CCC and has a special dedicated website section with 403(b) Tax-Sheltered Annuity (TSA) options and information specific to your 403(b) Selected Vendors Plan. Note: PCC has only one 403(b) Plan, but that plan has features that differ substantially from CCC's Full Service clients (e.g., exchanges are allowed only into accounts held by Vendors with Active Payroll Slots and participants are not required to suspend elective deferrals for six months following a hardship distribution). On the other hand, Tacoma Public Schools has two 403(b) Plans; the other we refer to as the Existing Plan, which CCC does not administer. SUBMITTING A TRANSACTION TO CCC FOR APPROVAL

To submit a transaction to CCC for Plan Administrator or Employer Authorization Authorization, please click here to access the Transaction Submission Cover Sheet. Please note this form is to be used to submit all transactions except Loans and Hardships to CCC.

Please note: some Vendors impose specific requirements before they will process certain (or any) transactions (regular distributions, loans, hardship withdrawals, exchanges, transfers, rollovers, etc.). For example, Fidelity Investments requires “wet signatures” by the Participant and by CCC on all transaction processing forms. Before you begin the process of submitting an application for any type of transaction, be sure to check for any special requirements the Vendor(s) might require by visiting their “General Information” page(s) available on the List of All Vendors page.

Vendors Who Vacated the 403(b) Market

The Vendors listed below have notified CCC and/or various Employers that they have vacated the 403(b) market. This means that Participants currently contributing to accounts managed by these Vendors must:

  1. Select a different Vendor that will continue in the 403(b) market;
  2. Apply for an account with the different Vendor; and
  3. Complete and submit a new Salary Reduction Agreement (along with documentation that an account has been established with the new Vendor).

Also, Payroll Departments must be careful not to remit contributions to Vacated Vendors.

Vendors with CCC Umbrella ISAs

The following Vendors have entered into the CCC 403(b) Umbrella Information Sharing Agreement or the CCC 403(b) Umbrella Hold Harmless and Information Sharing Agreement (12/2008). ALL of these Vendors are eligible to receive Exchanges within, Plan-to-Plan Transfers into, and Rollover Contributions into Vendor accounts established for ANY participant in ANY of CCC's Full-Service Client Employers' 403(b) Plan.
